Should Freelance Video Editor Charge for Work Time, or Video Duration?

Some freelance video editors negotiate a fixed price with clients regarding what needs to be done, and if it turns out to be a lot more work than expected they just have to deal with it since they've already signed a contract. For videos that are about 2-3 minutes long, and take about 15 hours each, should the editor charge an amount per minute of video or a standard hourly based payment?
